Overview of UAE Car Rental Laws
In the United Arab Emirates, driving rules are regulated by the Road and Transport Authority (RTA). To drive a rental vehicle, your eligibility depends primarily on your nationality, visa status (tourist vs. resident), and the country that issued your driving license.
1. GCC National Licenses
If you hold a passport and a national driving license from one of the Gulf Cooperation Council (GCC) member states, you can rent and drive a car in Dubai without any additional documents.
2. Exempted Countries (No IDP Required)
Tourists holding passports and national licenses from the following countries are legally permitted to drive rental vehicles in the UAE without an International Driving Permit:

If your home country is not on the exempted list (e.g. India, Pakistan, Philippines, Egypt, Russia, etc.), you must present both of the following to rent a car:
- Your original home country driving license.
- A valid International Driving Permit (IDP) obtained in your home country prior to arrival in the UAE.
Visas & Residency Status Rule
The rules listed above apply exclusively to visitors traveling on a Tourist or Visit Visa. The moment you are granted a UAE Residency Visa (Employment, Investor, Freelance, or Golden Visa), your home country license and IDP become immediately invalid for driving. You must legally transfer or pass tests to obtain a physical UAE Driving License before operating any vehicle.
